What is PUP Service Project?

People Unhoused withf Pets is a street outreach initiative providing direct support to individuals experiencing homelessness by delivering food, hygiene supplies, and other essential resources. We also provide pet food, basic pet supplies, and limited veterinary care to the animals of at-risk families and individuals living without stable housing.


The COVID-19 pandemic intensified an already severe housing crisis. Record unemployment and widespread economic instability pushed many people—who had never before faced food or housing insecurity—into precarious living situations. As federal resources for long-standing assistance programs continue to shrink, many who were already at the margins now have even fewer supports to rely on. This makes responsive, community-driven outreach more important than ever.


We leverage the human–animal bond as a bridge to engagement and support. There is increasing recognition that pets play a vital, stabilizing role in the lives of individuals and families. Yet most homeless shelters cannot accommodate animals, forcing people to choose between shelter and their pets. For many, keeping a pet safe and healthy provides a sense of normalcy, purpose, and accountability in an otherwise disorienting and disempowering circumstance. We honor the reality that a beloved pet may be both family and lifeline when someone is living without permanent housing or social support systems.


By delivering food, pet care items, and basic necessities directly to people in need, our goal is to ease immediate burdens and help free up personal resources so individuals and families can focus on steps toward secure, stable housing.

Mobile Food Pantry

What is the Mobile Food Pantry?

  • The mobile food pantry program delivers bags of grocery staples directly to food-insecure Marylanders.  
  • We reduce transportation barriers for those without access to food by providing direct delivery.
  • The fresh produce program supplements regular meals with fresh fruit and vegetables from local farmers.
  • The pet pantry delivers pet food, treats, and toys!
